He's saying that, even though these were produced in the 90s, they have a kind of sound like someone reflecting back on the time from a modern perspective. It's just a comment on Ye being ahead of his time while also operating within the soundworld of his time.

Its sound nice but fresh is something else. This is very old school , which makes sense since it's from 1997.
