No, The Hand is a reference to the tarot card. Stands mix tarot card names and band names. A great example is The World Over Heaven (from the game "JoJo's Bizarre Adventure: Eyes of Heaven"), which mixes Queen's Made in Heaven and the tarot card The World. Most of the stands from Stardust Crusaders reference tarot cards, but even as the following parts with more band names still referenced tarot cards here and there.

Before the part 6 anime came out, they were going to call Limp Bizkit “Flaccid Pancake.”

One of the weirdest changes was changing a characters name from Kenny G. to Billie Jean, somehow still using a copyrighted name but being more blatant

This reminds me of how streetfighter changed the names of Vega, Bison, and Balrog, because Bison the boxer sounded too much like Mike Tyson. I think in the Japanese version originally, Balrog was the guy with the mask and claws, the boxer was Bison, and the leader of shadow law was Vega.
