Research the "royal plural": one monarch's grammatical prerogative to speak of him or herself as "we," "ourselves." A parallel phenomenon is the "editorial plural," the convention of a newspaper editor in chief's use of the plural to express his or her editorial opinion, speaking more broadly for the newspaper.
