How come Sandra is even up against her for Emmy? Jodie’s character is so layered and dimensional in comparison to Eve

No need to disparage one person to compliment another. Sandra does a great job, it's a "duo" with them in the show. I love Jodie and her skills, she is awesome. The scenes when Villanelle comes to her house in season one is a great look at Sandra's acting. Jodie was more in season 2. It's always fun to play the villain or flamboyant person, and usually they get more attention. IMHO.
