These are the goons who have been hired to mix with regular police and cause mayhem. Hundreds of youths have been hurriedly recruited especially from villages in Rift Valley and illegally given police uniforms to masquerade as regular police. The majority of these people in plain clothes and arresting people anyhowly are such people. These are goons and need to be treated as such. Police is giving goons cover and protection to attack demonstrators.
