My understanding, limited as it may be, is that Biden would have to announce that he’s no longer running for president . At that time the delegates would be released from him and would be free to back another candidate. Basically the party leaders would pressure him to quit. Of course this is done under the guise that it is because of his failing mental health not because he keeps falling in the polls. Wink wink. Slimy democrats 🙄
