Jeddah tower was owned by a business man, it was a private project, not a public government one (and I think he went bankrupt) that’s why he stopped.

But Neom, The Line, Murabba, Etc. are by the Government. Not only that but The Prince himself Mohammed bin Salman Announced these projects and invested in them.
