I did watch the movie "Onoda 10,000 nights 2021" a Japanese-Philippine themed movie after watching it I did some research about the movie in Wikipedia to connect pieces of stories together. I found what I got. One of Japan collaboration with Philippines is yun LRT Line 2 na naipagawa na. Basta Japan "quality of work" talaga yan👌.

Making money? Well most likely this is just part of their PAREX project. I applaud them for clean up but not for building PAREX. That project has so many questionable things as to why it has been fast-tracked too much to the point it skipped many steps, incling proper public consultation, ignoring other government agencies like Dept of Tourism and Intramuros Administration. It also only serve small percent of the Mega Manila population. BRT was not included to the EIS report and other said features. BRT is still low capacity transit compared to even LRT systems (MRT is more suitable to Metro Manila population). Long term environmental impacts with elevated expressway covering parts of the river, this is at least 6-lane viaduct which is wide. And to add to the injury, they have been caught of plagiarism with their reports for PAREX project.

Thank you very much to our Japanese donors and us Filipinos needs to do our part then to keep our rivers clean. Proper garbage disposal must be watched closely and recyling be popularized and promote the rewards it can do for us all. May pera sa basura.

No matter how hard you clean up the river for as long as there's a settler along or near the river it will do. Aside from that improve the drainage system for sure it will make some changes...
