clarification: you have to be able to appear for exam of UPSC 2025 and you have to stay at RCA. Hence it is said that graduation should be complete. Considering that your exams would be over within a few months, you should definitely APPLY (even if you are in last sem). You are eligible

There is an issue with the examination date . The very same day of examination i.e. June 1st is the voting day in my constituency and probably many like me. Is there any likelihood of some change in the examination date? Soo that I can exercise my voting rights as well as give the exam .

Very valid question. There might be a change in date (As the notification only quotes "tentative dates"). So, be positive and be prepared. If the change so occurs, the same shall be conveyed

How many attempts are allowed in Jmi RCA? For instance - if one doesn't qualify in the first attempt, can we reapply? Another query is, can we pursue both post-graduation and Jmi RCA coaching?

yes, you can reapply for any number of times as long as you are eligible for UPSC exam (although, if you are selected, then there is a limit). Full-time post graduation is difficult alongside UPSC prep, they want candidates who want to devote full time towards UPSC. You can still consider appearing for the exam and decide/explain things at the time of interview
