Corporate fans. Been a problem in pro sports since corporations took over arenas and stadiums in the 90s. When the Rockets are contenders they fill up early. Essentially a bunch of fake fashion fans show up to Toyota Center. It's why Jeff Van Gundy and Tmac started the Red Rowdies section.

They sell the lower bowls to corporations who then give them out to their employees. Who most often don’t care to go. I know because my aunt dated a dude in the tmac and Yao era and we’d get free tickets almost every game lower bowl💀. But during the weekdays games start at 7 and traffic is crazy as well
