This is an important chorale, that of the Gloria, namely the 2nd piece of the Mass, a long text of praise.
Bach treated it on many occasions in various organ pieces.
Here, it is an ornate chorale, but treated rather like a recitative, a bit like Georg Böhm with his Vater unser.
