To get into special forces, and these are usually officers who graduated from military schools, and training there for 5 years, they undergo a special competitive selection. It is not very easy to get into special forces.

That's a ЦСН =Center of Special Designation video (also there is a KGB of Belorussia - National Security Guard), i believe now they a part of SOF - Special Operation Forces, Russian elite forces. Speznas stand for Special Designation, so there is a lot of forces, civilians like СОБР/ОМОН that is police forces, or Vympel/Alpha who is SOF now and they are army forces. Two different departments.
