Its name is 'garaetteok' and 'seolgitteok'. It is a traditional Korean food. Rice flour is kneaded with a small amount of hot water and steamed to form a rice cake. What looks like a dry powder is rice flour kneaded with a small amount of water. The texture of the rice cake is very soft and chewy😄
