I take it you are using a 209 shotgun shell primer to propel the dart ? All primers are not equal. Try a fiochi primer, Federal make 3 different primers,1 for muzzle loaders, all Federals are Hot! More velocity than maybe what you're looking for. What velocity do you want ? How much total weight are you shooting ?

If you have a 7cc dart and only put 4cc in you need to fill the rest of the dart with saline or you blow a bunch of air in the animal
