Exactly this. Anyone who was aware of how famed the defense of the Gazan border is knew that they were allowed through. They were allowed to spend time attacking the border, they were allowed to enter Israel for 6 hours without recourse. They even increased the security of the Gazan border by making improvements in 2021 to the structure. It's like trapping a tiger in a cage, tormenting it, letting it escape and then acting surprised that it escaped and attacked people.

They knew as early as September 19th (this is the date on a document that was sent to multiple military officials) and still approved the location for Nova, even though this intel outlined the areas of attack (specifically named kibbutzim and military outposts in the area) AND the government further approved an extension to Nova since it was supposed to end on October 6th, and this was done against military leadership's advice based on the intel from September 19th.
