If he is hanging around a building, he is casing the place. His reason is he is the boyfriend of a tenant. But once in, he has access to any unlocked apartment or he breaks in. If they are available, check the cameras and if necessary, ask your neighbours, if anything has gone missing.

Absolutely YES. It's THEIR home, HER room, he can't whine about being caught on camera.
If whatever entity or person he’s stealing from opts to ban or whatever instead of press charges, there won’t be convictions.

Yeah I would tell her he's no longer welcome and if he comes again that she will file a police report for theft against him OR her. Someone took it
