It’s a double entendre. If you listen to dax, he draws connections between different things and let’s you interpret how you want. Gotham is a mindset, but that mindset manifests in people that search for fame. For example, going to Los Angelos thinking you can gain fame.

When I analysed this song I interpreted the song an an analogy of social media and not LA, I could be wrong but I think the lyrics fit the description of social media better than LA. Also it links into Dax's trilogy "Joker" which deals with cyber bullying and mental health.
