Please double-check to be sure the course did not have. Otherwise, write it in the form that “Not PAC code/number for this course”

Hello, The official application document says, "either your passport (only the identity page is required) or another official identification document if you do not have a passport at this time." So you can use your driver's Licence, National ID, or some other federal government-issued ID.

What do you mean by embassy code? I don't think you need this to submit your application. You only need to submit your application to the designated email for your country.

Are you mandated to return to your home country at the end of the study program

Yes, but it is preferable you choose from different schools should the school don't give you admission. It is advisable to spread your chances.
