No one is supposed to be flying around at all during heavy Fog events much less Fog mixed with rain. This has happened so many times in America it is no telling how many times this has happened. Now not to any President no, but regular people yes, many times. It is easy to lose situational awareness in flight. It does not matter how long a person has experience flying. When a pilot loses situational awareness of where he is while flying, he may think he is far enough to the right, but when a mountain comes out of the Fog that restricts visibility to almost 0, then when this mountain was seen it was too late to do anything but crash straight into the mountain.
