Have I understood correctly, that the limit is 6 shots that you can shoot without procedural penalties, but basically everyone just ignores them and goes with a larger capacity revolver?

I think you are looking at an older version of the rules. There is no limit on cylinder capacity anymore but anything 7 or above is by default minor scoring.
