Firstly at 0:26 in this video you can literally tap the beta updates menu option to get to the section that the whole bunch of jibberish you are doing leads you to in the end anyway. Secondly you will only see the option right now if you are a registered developer, hence why some here are not seeing it. The public will not have access for a few weeks.
