Hi Actually computer will support these four number systems. Example in html color can be represented using hexadecimal.

Sir decimal lo 0 to 9 ex:(154)10 (base). In octal 0 to 7 (8 numbers) Ex:(135)8 (base). So base 8 vunappudu adhi decimal or octal ani ela kani pettali sir

When its base 8 and lying between 0-7 numbers it's octal & if base 10 then decimal

Because only binary, and at some places, octal and hexadecimal systems of counting can be understood by computers. In real real life we use the decimal system. To eleborate the difference and make the people understand the counting systems, all four are taught together.
