Well researched and presented. Have not read the book yet but will buy it. Remembered somewhere in the Archives where Truman the historian. in a film clip, recounted the post Civil War Committee On the Conduct Of The War which attempted to rectify gross fincial mistakes long after it was too late and that he wanted to preemptively stop waste once the National Defense Act of 1940 became law.
