once you mix cement with fine aggregate the hydration of cement will start instantaneously just because fine aggregate always contain some moisture in it, Its best to procure the required amount of mortar.

I have seen cement TC the intial initial setting time is arround 150 to 180min also.

We use well graded stones so there will be flaky and elongated one but the fact is that it should not exceed more than 35% of the total weight.
