Just to give some perspective to the numbers. He's reading 0.9 µSv/h outside of the reactor building. Inside the US capitol you'd read around 0.3 µSv/h just due to the radioactive elements in the granite. That's kinda remarkable considering a nuclear core spilled it's guts out a few hundred yards away.

That radar relay was actually operating. It was a part of the secret Soviet military base Duga-3, located deep in the woods somewhere outside of Pripyat, and was the source of the mysterious "Russian Woodpecker" radio signal that was heard around the world. The signal was so powerful it interfered with emergency radio broadcast and airplanes all over the world. To this day, no one actually knows what the signal means. All they know is that the "woodpecker" sound heard in the signal was a signal jammer.
