Research was done deliberatey in Canada, in Quebec (the Italy of Canada). you can't sure anyone, you can't get the legal system to do anything, you have no USA liability. Then their CIA and/or military contract "allowed" the doctor in charge to keep the records, so when he passed you have no case. Their actions prove it was deliberate in quite a few programs and "experiments".
