two reasons... 1_ In the rotor there creates eddy current which are shorter loops currents. 2_ shaft and rotor cage are insulated so that the eddy current exist only in the cage not in the shaft... for more detail you can watch this video kzread.info/dash/bejne/oGGoqZifoqfafc4.html

@@nasty2207 because the induction take place only when there is relative motion between flux and rotor, so that the field line should cut by the rotor. If the rotor catch up the flux I mean if flux and rotor attain the same speed then there will be no relative motion and hence no induction will be taken place.
