No because they were not payed by the government they were independent to negotiate with public if they were providing any service to them. So basically they are officers but not a public servent

Sir ne pahle hi bata Diya hai yaha citizen ki baat na ho kar person ki baat ho Rahi hai. Aur company, association etc ko artificial person Managaya hai.
