In Depth - Finance Commission
India's federal structure of governance allows the Centre to collect most of the important taxes. But a lot of expenditure falls on the states. Which means they also need to be helped with a commensurate portion of tax revenue.
So what proportion of taxes should the Centre share with the states ... This is exactly the question that the Finance Commission decides every five years.
In this line of Finance Commissions... the 15th panel constituted in November 2017 became the first to use the 2011 population census to decide the tax sharing.
This generated unprecedented debate... with the southern states asserting that the move could harm them...
Today in In Depth, we will consider this controversy ...And also how Finance Commissions function and on what basis do they make recommendations.

Correction : As per Article 280 . Finance Commission is specifically mentioned and qualifies to be a constitutional body .

They have added a new ToR too i.e Demographic Performance which eventually makes up for it.
Tax revenue sharing, population based transfer terms of reference,southern state low population growth compared to northern states, divisible taxes, 1951 art 280 allocates resources between centre and states, grant in aid to states , member jugge of HC, sound finance ,SFC 1992, grant in aid to Panchayat, constitutional methods for transfer of resources Art 282 outside FC public purpose, 292 loan from CFI, 293 state loan CFI not from foreign sources, macroeconomic policy , independent non political body KC neogy IST chair man, k santhanam ,centralised body , art 275 (1) grant in aid on recommendation of FC,n k Singh 15th FC, get council taxation power taking away from FC is one of the biggest challenge, populist funding of states, compensation for gst can even threaten macroeconomic stability and fiscal discipline.
