Make sure you give it permission to do the import.

I need to sum a quarter data from another file into a table of my file...while skipping the end of quarters data(which is column of total for the year)

For the syntax =IMPORTRANGE(spreadsheet_url, range_string), make the range_string something like this: Sheet2!A2:B6. See more here: sheetshelp.com/cell-references/#References_to_Cells_in_Another_File

It's hard to tell without seeing what your setup is, but my guess would be that the file isn't in the same Google Account.
