Illegal to Sleep: Grants Pass’ Cruel War on Homelessness

In this compelling documentary, Invisible People traveled to Grants Pass, Oregon, a picturesque city of about 40,000 residents, which is now at the forefront of a significant legal battle with nationwide implications. The U.S. Supreme Court is set to deliberate on the pressing issue of homelessness and the criminalization of public camping. At stake is whether local governments like Grants Pass can enforce bans on sleeping in public spaces at all times. This decision could potentially affect the lives of approximately 600 homeless individuals living in Grants Pass alone, including 55-year-old Laura, who was forced into homelessness following the death of her husband, and Amber, who has received over 30 tickets for just existing.
Our investigation dives deep into the daily struggles of homeless people trying to survive in the rain and cold. The documentary covers the impending Supreme Court case, Grants Pass v. Johnson, which challenges the city’s public camping ban under the Eighth Amendment's clause against "cruel and unusual punishments." This historic case questions whether it's constitutional to penalize the homeless for sleeping outdoors when they have no other shelter options.
Grants Pass officials argue for the need to reclaim public spaces, while advocates for the homeless warn of the dire consequences of criminalizing homelessness. This video highlights the personal stories of affected individuals and explores the broader societal and legal implications. Join us as we shed light on this critical issue, examining the intersection of law, policy, and human rights in a community divided on how to treat its most vulnerable residents. Watch as we unfold the layers of this complex issue, leading up to a landmark decision that could reshape the landscape of homelessness across America.

About Invisible People
There is a direct correlation between what the general public perceives about homelessness and how it affects policy change. Most people blame homelessness on the person experiencing it instead of the increasing shortage of affordable housing, lack of employment, childhood trauma, lack of a living wage, or the countless reasons that put a person at risk. This lack of understanding creates a dangerous cycle of misperception that leads to the inability to effectively address the root causes of homelessness.
We imagine a world where everyone has a place to call home. Each day, we work to fight homelessness by giving it a face while educating individuals about the systemic issues that contribute to its existence. Through storytelling, education, news, and activism, we are changing the narrative on homelessness.
This isn’t just talk. Our groundbreaking educational content reaches millions of people every month. Our real and unfiltered stories of homelessness shatter stereotypes, demand attention and deliver a call-to-action that is being answered by governments, major brands, nonprofit organizations, and everyday citizens just like you.
However, there is more work to be done on the road ahead. Homelessness is undoubtedly one of our biggest societal issues today and will only continue to grow if we don’t take action now.
Invisible People is a 501(c)(3) nonprofit dedicated to educating the public about homelessness through innovative storytelling, news, and advocacy. Since our launch in 2008, Invisible People has become a pioneer and trusted resource for inspiring action and raising awareness in support of advocacy, policy change and thoughtful dialogue around poverty in North America and the United Kingdom.

Have you gone to DC, or contacted the states? You ever watch Walter Mathison or ?? He uses sarcasm at trump rallies, school boards or ??? To get his points across. Even in Dc. I'm homeless with my son.. no drugs, alcohol or ?? . He works FT and I'm disabled. Cervical caging surgeries, spinal issues. The moment we had the funds, covid hit and everything we had saved had to go to a motel, because i had 2 neck surgeries (major). We just cant catch a break.. constantly having issues between SSI, medical etc .. go here, there, cancel, restart, address screw up or ?? They find any excuse. On top my son hasn't received his taxes in 2 yrs .. he'd get 1 then wait 2 yrs.. ever since trump screwed us all.. mail to IRS.

8 months ago, I was homeless while working a full time job. I was homeless for YEARS. I didn’t use drugs or drink. I just could not afford these insane rent prices alone. I got extremely lucky and found a way out. What is happening is an outrage!! This video got me a bit emotional. These folks are already down enough. I will never forget the feeling of hopelessness. Kicking people while they are down is NOT the solution. We are not supposed to knock people down further, we are supposed to lift people up. God bless the individuals who are helping the unhoused survive that nightmare and God bless you Mark for bringing awareness to such a disgusting situation. Also, that one shelter is not behaving very Christian-like. Disgusting.

When capitalism and greed go wrong. All over the country people are buying the cheap stuff up knocking it down fixing it up and the either selling it for a huge profit or renting it out at top dollar. Which means there is no more low income housing left for the people who make less. I was homeless also had a horrible life was raped and framed and cursed by my freemason parents. The entire town of Cresskill nj joined them I never received justice. I'm still afarid to press charges and sue the town today cause this is the third time now the entire town framed me this time for 9-11 some people are just evil and asking God to go to that place Ac/Dc sings about so proudly. There will always be good like me and evil like them. my brain never developed properly was in special classes in school my whole life. .It's ok though King Jesus the JEwish Messiah sees everything last first first last my redeemer is alive and well. Now I just rent space in my enemies brains 24/7/three65 they think about me every second of every day following me where ever I go. hanging on every comment every word I speak. I love it they don't even charge me rent for living in there minds all day every day.. JEsus is King

he sure is brother, Amen. I’m homeless in Atlanta rn. The sides have been chosen, Jesus and God the Father will send all these people where they belong if they DO NOT REPENT, forgive them for now because the punishment is so MASSIVE brothers. I am here to start a revival, the last one was 1902. I am also here to become the most well known, famous, popular preacher/pastor of all time and let me tell you I do not care about being well-known, being famous or being popular. I only care about God/Jesus and what he thinks of me so I give all the being well-known, all the fame, all the popularity and of course all the GLORY to God because I have no interest in it anymore because I have the Holy Spirit and it all belongs and has always belonged to God, Amen. I will never give up and all of you that read this don’t give up. This is our time baby, make sure you all look up The Sinners Prayer, basically any version will do it’s up to you and mean it more than you have ever loved anyone, more than you’ve ever loved yourself, more than anything you have ever said and make sure you say it out loud even if you’re by yourself and God will know instantly because he sees your heart and all of your innermost being at all times and he will know that you mean the prayer your saying and God’s Holy Spirit will enter you and that is God’s actual Spirit like we all have our own Spirits and because the Holy Spirit is in your heart completely, Jesus and God the Father are in your heart completely as well it’s impossible for them all not to be. They are all in your heart brothers and Sisters and in my heart completely as well. He will never abandon you no matter how much it feels like he has, he is with you I promise. We can not lose, we will not lose. It’s hard and rough right now and it’s going to get worse and worse as time goes on but remember we are with God and people of the world hate us, they hate me as well I promise you all, but they actually hate all the good they see in us and that is in us witch Jesus/God is the complete source of all good and all love and they hate it completely just like the Devil/Satan that COWARD. I love you all, please don’t lose hope, people will wake up to God more and more as it gets worse and worse, sadly some won’t ever but remember no matter what happens you have eternity with God and that’s all that matters. On April 7th at 9:30PM I got pushed on the train tracks in Atlanta at the Dunwoody Marta Station and I’m still alive I landed on my feet, someone thought I threw their cell phone that was charging but I actually threw a bottle that was nearby. So trust me brothers and sisters I understand, I understand but stand true and stand fast, we are warriors of Christ and we are never scared to die, we are warriors and we are in a spiritual war witch is way way more serious than a regular physical war and we are on the side that always wins and has never lost in all of eternity, the side of the Most High, the Alpha and the Omega, the Beginning and the End, the First and the Last, do you feel that adrenaline, I feel it every time, NOW USE IT! -Alan Lincoln, a messenger and your brother, I love you all. Amen

Now at 61 years old, nobody wants to hire her in her field and she's now at risk of losing her home and everything! She's now dealing with the world of medi-cal and food stamps. Something she's never dealt with before. It's terrifying to her. To lose everything you've worked hard for, for 20 years and just like that, it's all taken away from her. If being rich meant fixing your issues then rich would all be healthy and happy not full of desease physically or mentally. They said gout was the kings desease because only king got if from living like a king, eating like a king! What does a king live like? Well look at what diet american consume on a dialy basis. Sonic booms contribute to sleep deprivation. For two years, whip crackers-who also happened to be homeless-congregated on the riverwalk behind my apartment 24/7, using their “art” to break the sound barrier. I couldn’t sleep. Neither could other residents of the assisted living facilities, senior/disabled building, and brain trauma center along this stretch of river. Most of us will help the truly disabled. Dope addicts and drunks aren't considered truly disabled. Most Americans won't throw a penny at a druggie or an drunk for fear they might benefit in the slightest. The idea of helping only "Worthy Poor and now Worthy Disabled" people is deeply rooted in US culture. It is NOT sense Americans have lost. We lack "Humane Empathy!" Most homeless folk routinely treated like unwanted vermin start boozing & abusing drugs to cope with lonely street life, unloved, harassed, even killed!

The majority of the homeless are natural Americans that have hardship situations. Where are the solutions? Where is the mental health care to help them through the trauma? Where are buildings to place them? Many other countries have created solutions, why can’t our government provide services? Instead they want to victimize the victims. I don't understand the pushback against the relocation camps. It seems like these people's biggest complaints is that the cops mess with them. Well if there's designated land for them to go to then the cops won't be messing with them. That's not to say it's any kind of permanent solution but at least it's a start.

Almost all research on homelessness concludes that drug addiction and mental illness are the result of homelessness not the cause. primary causes of homelessness are. Job loss/temporary employmnet- especially for people in right to work states (non union). Losing a job without immediately starting another job. Not having savings to cover if there is a job loss. No access to transitional assistance or unemployment insurance etc. A large number of people live paycheck to paycheck and work 2-3 jobs. Even working that much. Workers still live under the poverty line. Accident, injury, death, dusability- even though we pay into Social security when we work, the average approval time for a disabled person is 2 years. Supplemental programs like TANiF or disabled adult cash social services payments. TANiF has appointments and 1 missed appointment can get an applicant a 6 month santion. 6 months no cash. Average payment family of 3 typically runs 385.00 per month depending on the state. There is no housing in America that 385 is going to pay housing and basic needs for a family of 3. Single adults average? 150. Per month. In some states that is the daily rate for a hotel room. Both these programs have repay rules. TANiF is paid back if child support starts. Adult disability is paid back from lump sum of Social Security disability approval. There is no free ride in America. Aging out of the foster care system.- this is a huge addition to homeless. Once a foster child turns a certain age they aren't eligible for services. Release from incarceration- America jails 10x more people than any Country in the World. Efforts to reduce jail populations such as decriminalization of drugs, cite and release for misdemeanor or non violent charges and other new laws made to reduce the criminalization of citizens have recently been repealed or revised in California and Oregon. Reverting back to garser penalties. As long as we keep using punitive measures in our Criminal Justice system we will never reduce our jail numbers. People will still come out of jail homeless. We need to look toward restorative Justice and transitioning people into housing from jails. If they were truly reformed they could hit the ground as productive members of their communities. There are other causes. Chronic Child hood abuse and chronic sexual assault or chronic child sex assault. Trafficking and Domestic violence. These all fall in the abused category. Sometimes leaving an abuser means leaving with the clothes in their back and sleeping in the streets. Sleeping homeless is not some fun party. There is no safe place. Shelters have rules that set people up to fail. They are not the answer. I got thrown out of Boulder Co. Shelter in 15 degree weather and snow. Because I shut my phone off at 10:05 pm. 5 min. After lights out. Punitive rules that could have caused me to freeze to death. I can't get the toes back I lost to frostbite. If someone does happen to fall asleep they risk attack, sexual assault, Robery etc. The trauma of never being safe mentally affects people, with little to no treatment centers or long waiting lists for treatment or low income housing lists being 2 year wait to go into a lottery. People start using substances. Easier not to feel than be sober when being attacked or abused. There are several homeless studies that will confirm this. Google UC Davis homeless study or look up the United Nations summary of American homelessness. If your seeking answers and why. Those are 2 studies to start with. @@thesincitymama

I see so many older people losing shelter and living in auto sand tents if you lucky. Yet our govt helps all them border crossers and not our own😢. Really sad and it's not right . Rent is getting out of reach. It's getting harder for many to put food on the table. Many are falling thur the cracks. 😢. I pray about this alot too. We can spend some money at home to help not send help all over the world but not here .

As a local in grants pass and someone who has always been a huge advocate for supporting people who are houseless (and current work at a non profit that does just that). This is a very complex and sad issue. The park that they speak of is right down the street from my house and next door to our elementary school. The issue we are having as a community isn’t people sleeping in tents it’s the illegal drugs, abuse of the park and poor hygiene. We now have a group that has to pick up needles and baggies weekly before our kids baseball games. Last week I took my daughter to the park and there was a pile of human feces at the bottom of the slide. We also had the ambulance come in the middle of a sports game this week to pick up the dead body of someone who ODd in this park. We absolutely and should do more to support everyone in our community… but there is a lot more to this. We also do have at least 10 organizations in Josephine and Jackson county that provide services and work with people to get jobs, affordable housing etc.

I also am from Grants Pass. This video is so one sided. Something is not right when tax payers can no longer use our city parks, and we are supposed to raise our children to think this is exceptable. I agree Drugs and alcohol are the leading cause of this growing problem in this community. Fixing this problem doesn’t start with providing services and a place to live, it starts with stopping the flow into to the country and Grants Pass.

Exactly there are people in this video that are complaining about not wanting to do with the rescue mission is asking them to do, give up drugs cigarettes and their animal. And go to church services. I would have to say all of that if they really really wanted to get off the streets they would be willing to do many people have done it before. And yes there are not enough facilities for drug abuse in Oregon or mental health facilities. And housing is ridiculous.

Offer to work for free for a week as an audition. Try earnestly to be useful to someone who needs help doing something. Go to 40 churches and ask to speak to a priest. Explain youre homeless and looking to do any work anywhere to start saving money to get off the street. If you do those things and try to be agreeable and pleasant you will not be homeless for very long. You have access to a computer and KZread. 💔💔💔🙏🙏🙏 your post brings me to tears as I totally know how you feel...Ive been there but here in the states...my son and I lived through a horrible winter in Texas where power was lost and many people froze to death in their homes...and we were in a nylon tent!! This wasn't our first go round with being homeless...we had been homeless numerous times over the years because of finances alone...never drugs, drinking or any criminal offense....I was a single mother and I more or less raised my kids in homeless shelters and anywhere we could find shelter...so once my ( grown) son and I found a house, every knock on the door brought me a panic attack which inturn caused me to go through a cycle if feeling unsafe/ unsure...then my son left...he was the main bread winner and Bill payer...I am on disability and was working on getting my issues straightened out so I would be able to take care of myself financially...my son met a young woman and moved in with her which left me and the dogs with having to move and figure out where we could go...I have been at my daughter and son in laws house for almost a year now...I sleep on the couch and have no space of my own buy it could be worse...I could be outside sleeping on the ground...rents here are redicoulous!! Even Senior Housing is $2,300-$2.500 per month...elderly care facilities like assisted living buildings are $65,000 a year!! My grandfather and great Aunt lived a t the same facility and my grand father's money he worked and saved for was gone before he even passed away...he had Parkinsons disease and my Aunt had to apply for Public welfare for him in his final days so he could have care💔💔💔

People are ignorant judgemental and lack compassion . I include myself in that statement . My sister has been homeless for over 12 years she has taught me much about myself and this situation . I am grateful for the lessons I have learned. How can you function when you struggle to eat, lack sleep , food , medical care , transportation, money or basic bathing😂 functions . I am glad to hear the homeless speak up . When we came to this country we were all homeless and took everything from the indigenous peoples . Maybe we all can camp out with nothing for a month with the homeless population they could teach us about freedom, survival, broken systems , community and creativity as well as other things . @@rinalero301 No, they are not. Unemployment nationally is about 3.5% which historically is commensurate with full employment, which is why wages are exploding, including minimum wage. You don't get paid based upon an ability to afford housing or anything else. You get paid based upon your skill set and the demand in the market for it. If you don't have skills, you won't get paid much. The job market is anything but shit. You are clueless. It is the hottest job market in decades. Homelessness is absolutely a choice for 99% of those on the street. Just go out and talk to the homeless and that will become obvious.

I live in Anchorage Alaska. Because of the rent increase at my apartment 2 years ago, I ended up moving into a rooming house. At first it was disheartening but after arriving I've found this small building a blessing and have thought rooming houses an answer to the homeless population. 32 people live in a small building, with 4 kitchen's, 6 bathrooms and two laundry room. Each person has there own bedroom and a refrigerator in their room. Each room rents for $475 to $700 a month, which includes all utilities and renters insurance. The majority of the people here are on Social security. They provide all the cleaning supplies needed for the kitchen and bathrooms, and one of the tenants does some cleaning. This is nothing more than a very large house where everyone has their own room and they all share 4 kitchens and 6 bathroom. Although this is not a private apartment and it's not as large as one limiting the amount of material things you can have, it is safe. I think that more companies and states need to look into doing this. Instead of trying to find individual housing for each person, having something like this, a large building where they share bathrooms and kitchens would be a wonderful answer to the homeless situation.

And they have cameras in every kitchen and every hallway so they can address exactly who is not picking up after themselves. They would stay up all night partying, throw needles all over the place, have the cops come day and night, and get into domestic disputes. Within 6 months many were evicted and back on the streets because it wasn't fair to the good tenants, many with small children, to have to live around that

My fiancé killed himself in our home, my family talked me into moving into my sister’s place and not staying in the home. My sister’s landlord evicted all of us over my dog. I was able to buy a camper. People broke into it and covered all my belongings in urine and spray paint and ruined the only home I had. I slept inhaling fumes and other people’s urine in the freezing cold with no heat and contemplated ending everything. You don’t know the hell in peoples heads going through any of this. I can’t imagine if someone was going through withdrawals. My car broke down, I ended up in a very dark place. Not all are homeless from drugs or by choice. Ive gotten tickets for not having and updated ID…. No home and no where to get mail… and have to go to court and charged money for no where to update an address to… it is insane what is done to people, you are dehumanized. Ive been homeless 14 yrs, 11 months today. My fiancee was murdered in California in 2009. The police covered up her murder for a payoff. Next the murderers sued me and caused the loss of my home. Next the courts denied my right to due process by not letting me appear in court to defend myself. My case has been appealed all the way up to the 9th circuit court of apoeals. This government continues to defend the murderers so far. I have a recorded confession of the murderers admitting they poisoned her. Police admitted they lost the recording. This case will be appealed again to the Supreme Court next. This is our country, the USA in reality. Shocking. Disgusting. Unbelievable. I do not abuse drugs or alcohol and never have. I paid my home off before she was murdered. I kept this short and to the point. I have 65 pounds of facts and evidence in my file just on this case. The entire case is full of more shocking evidence of police corruption in just this single case alone. People need to be aware of what this government is doing to its citizens. I have no criminal record. I worked hard to pay for my home and paid all my taxes. This is absolutely OUTRAGEOUS. My friend had just gotten out of chemo, so I used the loading zone, so he didn't have to walk that far. An old lady came screaming at me and called 911 on us. There were no trucks or other cars needing the loading zone, but that didn't matter to her. I think the 911 operator must have told her this was not a reason to call 911, because she was pissed that they wouldn't arrest me for parking in a loading zone. I tell everyone as we drive through: "I would hate to be homeless here!" Now I know it is true. HEY CAVE JUNCTION! LIGHTEN UP AND TAKE CARE OF YOUR HOMELESS CITIZENS! The: "Move it along" policy does not work! How cruel do you have to be to torment homeless people?? That should be a crime! My friend had someone catch their tent on fire, while they were sleeping! Such Brave people! Karma is a Bitch. When you give homeless people a home, they work on bettering themselves. "Housing First" is the only program that works. Unconditional Housing. Then people can fix their own problems. Look at Finland. They offer "Unconditional Housing" and the program works.

The problem is Oregon doesn’t allow any building permits of any kind since the 1970’s. And their excuse is they don’t want to become a city, but that is such a cop out. Everytime I’m in Oregon I have to drive MILES between my friends homes, and families who were born and raised there can’t even find places to live. Oregon could create a law that says only people who were born there can build homes or housing complex’s for Oregon families, but NO they refuse to even help their own children and grandchildren.

Not safe, in any park. or parking lot...something must be done to remedy this whole thing. And, yes, we are all a step away from being homeless.

Same in Vancouver. The activists even promote urban camping when people have housing for political reasons. The homeless complex is a racket.

Homelessness is an interesting problem. As a child I grew up with a Paranoid Schizophrenic Mother and we learned to sleep with a chair propped against the door at night. She often threatened to slit our throats while we slept. My Father was an Often Absent Alcoholic. As a child I learned how to Corner really well. A mean Drunk is as quick as a Cheetah in a straight line but he can't Corner very well. Sharp turns and the Drunk falls down and you escape. We were constantly lectured that if we'd just behave better everything would be good and that everything was always our fault. I had multiple newspaper routes at age 13 because I liked having lunch money. At age 15 I got my first full-time job working at night while attending Regular High School full-time during the day. After the nightmare called High School was over, I joined the Military for 4 years during the Vietnam War Era. After my Honorable Discharge from the military, I enrolled in Community College with a little help from the GI Bill. I've worked 60-80 hours a week since I was 15 years old and I'm finally Retired. I paid for that Community Park that the Homeless Demand to live in. I pay for its upkeep. What opportunities did I have that the Homeless didn't have??? My life experience makes me cautious around the Mentally Ill and Substance Abusers. Everything that I have and or have enjoyed in life required me to work and earn money to pay for. I'm a 70 year old Retired Debt Free Homeowner with a Comfortable Financial Portfolio. There isn't a single one of the first 66 years that I'd want to have to relive. I have to believe that a lot of what happens in life is secondary to personal choices. Every last single choice that I ever made, was earned. There are no freebies. Life is the Hardest and most Painful thing that will ever happen to you. We don't want the Homeless in our neighborhood because they have nothing to contribute and they bring THEIR problems into what we are trying to build. I'm sorry that my compassion bucket was emptied out 60 years ago. Peace be with you.
