Hornet is best because of its speed and turning ability which important for carriers

In low tier, even without jolly roger. hornet is the one i'd prefer.

i have bought and played all carriers and my say is, Graf Zeppelin has the stongest bomber and torpedo but only have few aircraft. USS Midway is next becase it has plenty of aircraft and has a powerful secondary battery to kill a closed contact battle

Kaga is easy to attack due to large body . I use hornet which has same hp , swift attack power and has good speed.

In low tier, Akagi is the strongest, but you needed to be a super expert in the game, if you are rank below 250, don't think about it.
