On our 560, the hitch wants to drop down and won’t go up or down? And tips to fix it?

Looks like single/dual controls were turned the way my dad did, with a pair of pliers.

The outside lever is for the fast hitch on the hydrolics

Mine didn't.

Are those even double acting cylinders? I don't see many loaders with doubles installed

Yes, they are double acting cylinders.
