Nope. Only if opponent have more monster than you do then you can special summon this card

3/4 of the Yu-Gi-Oh community do not read there cards an wait till last minute to read by then there Only option is to ruin the game by Rage quitting. Which should be removed period that surrender option is just the worst thing ever implemented into Yu-Gi-Oh especially Master dueling.
