Honestly, Jerry Jewell could work for Akito if he uses his Jimmy/Shinichi Kudo or Kaito Kuroba/Kaitou Kid voice. As for Rui, I think either Griffin Burns using his Childe voice, which is the same voice he uses for Kaitou Kid in the newest Case Closed/Detective Conan English dub, or Bryce Papenbrook using his Nagito Komaeda/Cat Blanc voice fits him really well.
