If you think about it for a second, this is basically what space-based sci-fi and science fantasy does already: every (usually single biome) planet has one culture and people. They've take an earth like planet of complexity and turned each culture into its own planet.

This is one big problem I have with fictional planets. They always have this premise which isn't remotely true. How can a planet the size of Earth have one culture when it should have thousands of them? This is why I mostly dislike fictional world building.

The USSR will be about the size of the Moon, and the Russian Empire will be bigger than the Moon. Roman Empire and Ottoman Empire would be many times smaller. British Empire will probably be the same as the Russian Empire.
