You can turn right on red as long as the road is clear. There are some intersections that say no right on red, but it’s usually easier and safer to move over a lane to let that person turn right

Yeah its common on roads. They dont apply ever unless there is a traffic light that does contribute to drivers going into that direction or a stop/give way sign for ppl oncoming. Otherwise u have free will
