if the tour comes after the album and people collectively agreed that it was trash then all of the followers will stop checking for ice spice and not buy tickets. she still got some fans left who arent realizing that she's beginning to flop. they trying to get what they can before this potential album flop. they see the trajectory. it may seem like it makes zero sense to do this but for them, it makes perfect sense.

Choices were made . 😬A fan/supporter, ( until she done what she done) decided to tweak it some because he didn’t like the fact that she was getting flack for the album cover. He made the cover less busy, moving the title from the trash can to the wall, then placing the large signature that was covering her up, on the subways sign so that she got best of both worlds without having them compete for center focus. People took well to the new edit. She got offended and resulted to homophobia. People lit her up.

I think she pulls y2k off very well. The reason why you think she doesn't is bc pple are mimicking rich celebrities doing everyday looks.
