    Incident command and SOP's/SOG's are not mutually exclusive. SOP's and SOG's represents the foundation of information that directs the actions of the responding units while on scene. Incident command is there to supervise the actions derived from SOP's and SOG's. If you dont have pre-incident assignments with incident specific stategies based on alarm response type for each unit type (i.e. Engine, Truck, Squad, etc.), the Incident Commander will have little else than chaos to manage when he/she arrives on scene.     Just because you respond outside your AHJ should not impact your ICS. States need to put together a fully inclusive Mutual Aid Box Alarm System to streamline operations.

    How do you adjust an SOG system to accommodate for a county that has all volunteer departments when you have no idea what you're getting and when depending on time of day?
