Pretty sure you can only do it by adding a ramp that has a floor, then add a second ramp connected to it, which also has a floor. But you can shoot out the floor for the lower ramp connected. That's the only way I managed to get it to work. But I also play on Rust console, and I think certain stability mechanics work differently.
