BG didnt use the word stepper though. people been using the word "step" as in confronting someone. im jamaican and we say "mi did step to him" meaning i went to confront him. i believe the word stepper come from the show called "the wire" marlo mike use to always call himself a stepper as in a killer.

Nobody else used step for shooting people and plus there was a couple dude from the N.O named Steppa and that's where that came from. And in New Orleans they have Secondline Clubs called all kinds of Tremé Sidewalk Steppers, P-Town Steppers and CTC Steppers and whatever else Steppers they got.
