It's not a thing. I'm Japanese and I've never seen or heard of anyone around me using this kind of service. The Western media loves "Weird Japan stuff", so they make it sound as if these services are quite popular in Japan, when in fact it's just clickbait.

Feel bad Suzuya has no friends, must be so lonely. Hopefully when I one day go to Japan (visit the Tokyo Area), I can meet up with Suzuya and befriend him. (Perhaps ask him to show me around Tokyo) I’ve never been to Japan other than going there to do a layover (I usually stop either at Narita or Haneda) before going to Taiwan. Thus the only places I know about Japan is the airports. Watching videos about Japan as well as how much Taiwanese culture resembles Japanese culture makes me desire to visit Japan. Learning Japanese and saving up so I can go there one day.
