I actually have this idea like this for months, my idea was the user can make instructions on what to do if the person is dead, I.e. Delete their browsing history, send a video to the user family and such. Automating this would need a massive effort especially on checking up someone is alive or not reliably

Are you sure it wasn't possible to use port forwarding? If you have a dynamic IP, you can use dyndns services like no-ip for them to automatically forward to your ip. And you don't even need to buy a domain, so this is completely free!

no need,just buy a cheap heart rate wrist band or maybe a smart watch.. those have direct apis to access the measrments.. smart watch syncs it with phone, access it from something like termux and start a server with node or python use localtonet or localhost . run as reverse proxy for getting a subdomain (ngrok doesn't have a mobile client) as long as phone is on and he is using watch, it will work no need of buying janky solding and taping to body
