Zaka is an organization founded by citizens during the intifadas ... in jewish tradition when someone dies they have to be fully buried and so during buss bombings etc people would volunteer to go after and collect the body parts etc to allow the civilians murdered to be buried as completely as they could it then became a volunteer organization then they noticed that because they were getting to these terror attacks sooner than ambulances as they would drive on motorcycles they started to add medical gear to help and became essentially first responders to help after terror attacks... this is a citizen run volunteer service ... they are heroes
