The skull’s name is Skully, and you can ask him what some objects in the game are. If you ask him what one object is more than once, he’ll get a little annoyed with you.

As far as I’ve heard, the taller necked bottle contains The Blood of a Kracken, and the shorter necked bottle contains a Serpent’s venom. If you pour the blood of the Kracken on Skully, he’ll actually drink it. I have no idea what would happen if the venom is poured onto Skully, however.
