I used machamp for Persian and chip damage on rhyperior then I used samurott for rhyperior and chip on lugia and gengar for lugia and it survived on 1hp and clutched it using shadow ball

If you already had it once you can't get it again apparently. I have been looking for him again he doesn't pop up it's either cliff Arlo or that other leader girl or the grunts Giovanni doesn't appear anymore if they tell you he does they are bullshitting you cause he does not appear if you already fought him once it's basically boring after you battle him and if you hoping for Lugia don't get your hopes up cause it's not Lugia it's stupid latias instead so if your aiming for Lugia your wasting your time unless you want a low shadow latias then hope u can find him and you get it from a research I forget what the name is though
