They keep it for a while and contacts the owner if they are unable to contact the owner or the owner doesn’t want the bag for various reasons like he already got the bag insured etc then the bags are put up for sale

Most times the owner has already been financially replaced for the bag they aren’t even allowed to get it back since that would be insurance fraud
