I think it's in the way of the spoken language. It's very similar to the Indian language. Indians generally don't use the word OR to differentiate the number unless it's a specific number of items they're after. So when asked e.g. how many biscuits would you like with your cup of tea. The reply would be something like this, "Just give me 23!", meaning "give me 2 OR 3" and not 23!! 😂😸
