It was confirmed a few years ago that in Korea everyone registers their phone number at the phone companies which means that people can either buy some telephone staff there to look the name and number up or when you are dedicated enough become a staff yourself and do the dirty work on your own. I’m not sure wether this is 100% accurate though because the video is pretty old.

I have seen a lot of comments asking about what a ‘sasaeng’ is, and perhaps some people might be new to k-pop or haven’t understood it well yet, I will explain. You can correct me if my statement is wrong :). A sasaeng is an obsessive fan, or should I say stalker, who invades an idols privacy and do certain inappropriate stuff like spying on them, or making phone calls. They are very dangerous these days because they would do anything to leak information from their idol. These stalkers are addictive and disgusting ‘fans’ who are doing many unwanted things need to be stop. We need to protect our idols at all cost and love and support them from these ‘fans’. :( I hope some of you would understand by now, because poor Seungmin had to deal with this type of thing :(.

Some of the staff that works for the idol companies sell the idols information to sesaengs for money and sometimes the sesaengs will work for the company just to get this information and to be close to the idols

And the reason why they call during vlive is to confirm it's their number because they can't know for sure. So even if they're blocked, they know it's a good number and source. As far as I know, mostly the number associated with their National Id's or telecom linked to their Credit card transactions. It is dangerous especially for the well-known artists. It is considered illegal but most sasaengs pay alot of money for "under the table" market or they work for big companies esp telecoms, govt and banks to access these sensitive information.

Tbh if i were them i wouldn't even react, so they maybe would though the number is fake. And then i would change it.

Any public figure or celebrity is a person with the inherent right to privacy and a personal life. I hate how people behave like this. It’s objectification, audacity and entitlement beyond reason. Idols are not characters. They have human needs and feelings. They are people before they are idols.

I'm still amazed how the sasaeng got their idols' phone numbers. And on top of that, the sasaeng must watch the lives and called the idols at that particular time. Were they that free? Korea still didn't amend a law regarding sasaeng matter still makes me baffled. There were some idols almost got injured, involved in accident, being harassed by these people since long time ago. Some law and punishment need to be provided and applied upon the sasaeng to stop their ridiculous, dangerous and harmful actions not only towards the idols, but also other people around them.
