No, southern tip of Jamaica got sustained winds close if not above 100 mph gusts. I think u are talking about Kingston which did not get hit by the eye wall

Population of both Rockport and Pt. Lavaca is less than 25k...they are not massive cities. The total of all those places is less than 650k. Not Millions.
